אני רוצה באמת בקצרה, בגלל שדובר על החוק הזה והסבירה אותו חברת הכנסת וולדיגר, כן הייתי רוצה, ברשותך, אדוני היו"ר, להגיד משפט או שניים באנגלית, כי בסופו של דבר קהל היעד של החוק הזה הם העולים החדשים מארצות הברית, רק ארצות הברית.
For many years, many members of Knesset from many parties were involved in this important legislation. For many, many years, if you came from the United States and you continued to work, maybe even in the beginning, maybe for later, you continued to work for an American employer, you were supposed to be charged in double social security – you would pay social security for the United States and you would also pay social security to Israel. This was a major drawback, financial drawback, for anyone who was considering making Aliyah to Israel from the United States.
It's a unique situation with the United States because with many other countries we do have some kind of treaty to deal with it. With the United States, for many reasons, this treaty does not exist and this created a major financial consideration for a person or family that thinks about making Aliyah to Israel.
And today I'm very proud to say that after so many years and so many Knessets and so many Knesset members and so many ministers that were involved in this, we are bringing this new legislation. For the first five years, when a new Oleh comes from the United States, for the first five years, the state of Israel will pay for its social security and he will be secured with Israeli social security, but he wouldn't need to pay if he pays to the American social security, So he won't pay double. This will save, of course, money, but this will also, I hope, encourage many new Olim to come to Israel.
And I want to thank especially Nefesh B'Nefesh, who was behind this legislation for so many years. We are asking many Knesset members to promote it. All the former Knesset members that were involved were mentioned by Michal Waldiger, the chair of the committee, but Nefesh B'Nefesh was behind it, was pushing for it, explained to us how important it is, and I'm very proud that today we are bringing this.
It will be in effect already this year, meaning If you came to Israel in the last five years, and you're still within your five years period, and you are working for an American employer, you will be exempt from Israeli social security. Go to your accountant, check, this is your right. We worked very hard to do it, and I hope it will make your life in Israel easier, and you will bring your family, your friends, and all the people that can make Aliya from United States to Israel.
I want to thank the minister of treasury Bezalel Smotrich, who was willing to fund this legislation, that for many many years it was stuck on budget issues, and he decided to give this budget. And I want to thank again everyone that were involved in this important legislation, Coalition and Opposition alike. I am sure this legislation will pass here in the Knesset without any member of Knesset who votes against it, because we are all in Israel, Coalition and Opposition, waiting for you to come to Israel. Come to Israel. Thank you very much.
