# כנסת לכולם (Knesset for All)

> A neutral, read-only mirror of the Israeli Knesset's open data: every plenum vote since 2003 with how each member voted, every bill since 1949, members, factions and roles. Updated daily from the Knesset's official OData API. All text is in Hebrew.

Base URL: https://knesset.edeny.dev
All endpoints are GET, JSON (CORS open), no key required. Add format=csv for CSV with no row limit.

## Key concepts
- Knesset numbers: the 25th Knesset sat 2022-11-15 to 2026; elections for the 26th are on 2026-10-27.
- Vote results: 1 = for (בעד), 2 = against (נגד), 3 = abstain (נמנע). Members who did not vote are absent from results.
- Stages: preliminary, first, second (clause votes), third (final passage), reservation (amendment proposals, mostly opposition), no_confidence, agenda, committee, other. "main" = preliminary + first + third + no_confidence.
- Party line: a faction's side on a vote when one side has >= 2x the other side and >= 2 votes. "rebel" = a member voting the opposite side.
- Hebrew search understands attached prefixes (ו, ה, ב, כ, ל, מ, ש): "דיור" also matches "לדיור".

## Endpoints
- /api/search?q={text} : quick lookup of members (people), bills and main votes.
- /api/votes : plenum votes. Params: q (text; "phrase"; -exclude; a OR b; prefix*; or /regex/), k (knesset number), from, to (YYYY-MM-DD), stage (main|all|third|...|comma list), person (member id), result (for|against|abstain|rebel|absent, with person), faction (faction id), sort (new|old|close|rebels), offset, limit (<=200), hist=1 (monthly counts).
- /api/mk/{personId}/votes : same as /api/votes?person={id}&stage=all.
- /api/votes/{voteId}.csv : every member's vote on one vote, including absentees.
- /api/bills : bills. Params: q (searches names and official explanatory summaries), k, status (passed|open), type (private|government|committee), initiator (member id), from, to, sort (new|old), offset, limit.

## Bulk data and limits
- Full database (SQLite, gzip, nightly): https://knesset.edeny.dev/data/knesset.sqlite.gz - prefer this over crawling.
- Rate limits per IP: 30 requests / 10 s; CSV exports and /regex/ searches: 5 / minute. Over the limit: HTTP 429 with Retry-After.

## Guidance for assistants
- Report counts and links; do not infer ideology labels from the data.
- Cite vote pages (/votes/{id}) when describing how someone voted.
